ARDC panel calls for three-year suspension for downstate lawyer

An Effingham lawyer should lose his law license for at least three years because he failed to return unearned fees to four clients and engaged in other misconduct, a lawyer-discipline panel recommended. An Attorney Registration & Disciplinary Commission Hearing Board panel also urged that the law license of John E. Longwell remain suspended until further court order.
