Following nine years of litigation and about 100 days of trial, a federal judge has cleared the way for the city of Joliet to acquire a low-income housing complex and redevelop the land on which it sits. In a written opinion, U.S. District Judge Charles R. Norgle rejected the challenges to eminent domain raised by the owners of Evergreen Terrace.
