Panel: Lawyer’s civil rights and defamation claims are insufficient

An attorney living in Streamwood cannot claim a civil rights violation under the state Human Rights Act in court without exhausting administrative remedies first, a state appeals panel ruled on Tuesday.The panel initially issued an unpublished order in the case in September 2015, but after denying a rehearing request filed by disabled attorney Andrew U.D.
