Cook County’s waste ordinance passes sniff test

Cook County has both the statutory and home-rule authority to regulate and charge fees on solid waste and recycling facilities within its borders, a state appeals panel ruled Thursday.The 1st District Appellate Court upheld the legality of a solid waste and recycling ordinance the county enacted in 2014.The National Waste & Recycling Association, a Washington, D.C.-based trade organization that represents waste and recycling companies, challenged the ordinance.The association alleged the county overstepped its bounds …
