Report: Court fees climb; impact hurts disadvantaged

SPRINGFIELD — A lengthy report on state court fees released this week contains a warning.The dizzying, disparate system of fines charged to litigants in civil and criminal cases across Illinois, created by a mix of state laws, local ordinances and court rules, could easily become more complex, arbitrary and expensive.“The trend shows no sign of abating, as each new legislative session brings with it fresh proposals for increased or additional assessments,” the report, authored by a panel of lawyers …
