A former Cook County sheriff’s deputy will have another chance to fight the misconduct charges against him before the sheriff’s merit board, a state appeals panel ruled late last week.The 1st District Appellate Court found that the Cook County sheriff’s Merit Board was illegally constituted when it considered and fired Percy Taylor from the sheriff’s department in October 2013.As a result, Taylor’s dismissal has been voided.
