A state appeals panel has rejected the Freedom of Information Act lawsuit filed by a man who claimed he was tortured by Chicago police officers into confessing to a murder and armed robbery he did not commit.Kilroy Watkins has maintained he was tortured by police officers who were trained by or under the command of Jon Burge, a former Chicago police commander who served just under four years for lying under oath about police torture he oversaw.At issue in this case, however, is Watkins’ assertion that the state&rsquo …
