Illinois’ top honor goes to three local attorneys

Three Chicago attorneys have been named 2017 recipients of the state’s highest civilian honor, named after its most reputable public servant.Retired U.S. District judge James F. Holderman, former transportation secretary and White House chief of staff Samuel K. Skinner and civic leader R.
