Siskel vows police reform will happen

The city of Chicago’s next top attorney reiterated Mayor Rahm Emanuel’s commitment to reforming the police department, but he continually declined to say whether the city is negotiating a consent decree with the U.S. Department of Justice.Acting Corporation Counsel Edward N.
