Chicago lawmakers today approved Mayor Rahm Emanuel’s pick to replace Stephen R. Patton as corporation counsel as well as a fresh round of settlements relating to allegations of police misconduct.The Chicago City Council temporarily suspended the rules to unanimously confirm Edward N.
