Bill wants stricter penalties for hate crimes

SPRINGFIELD — In attempting to strengthen the state’s hate crime laws, Attorney General Lisa M. Madigan announced this week a push to expand the definition of such crimes and impose a $25,000 penalty for violations.Madigan’s proposal, introduced as House Bill 3711, would also give her the power to bring civil actions for hate crimes regardless of any criminal prosecution or penalty.Madigan on Thursday called for lawmakers to make the changes after meeting with civil rights groups to discuss the fallout …
