A federal appeals court Thursday revived a lawsuit challenging a requirement that women being held before trial in the Rock Island County Jail wear either white underwear or no underwear at all.The 7th U.S. Circuit Court of Appeals did not rule on the merits of the argument that the policy — which has since been changed — deprived pretrial detainees of their dignity in violation of the 14th Amendment.But the court held the detainees are entitled to pursue their claim.The detainees can ultimately prevail by …
