Gauging impairment from marijuana part of legalization debate

SPRINGFIELD — The mission statement for two measures to legalize recreational marijuana in Illinois is pretty clear: Treat the drug the same as alcohol.House Bill 2353 and Senate Bill 316 both contain preamble language stating that in “the interest of the health and public safety of our citizenry, the General Assembly further finds and declares that cannabis should be regulated in a manner similar to alcohol,” among other things.
