A state appeals panel on Friday reaffirmed its ruling that the Cook County Sheriff’s Merit Board was illegally constituted when it fired a deputy for misconduct in October 2013.At the time Percy Taylor was fired, the merit board included interim appointment John R. Rosales. State law doesn’t allow for interim appointments to such boards.The 1st District Appellate Court’s ruling to that effect in September 2016 gave Taylor another chance to fight the charges that were brought against him.The sheriff&rsquo …
