State torture-inquiry board issues letter hoping to clear court hurdles

The state commission charged with investigating claims of police torture reached out to the Cook County Circuit Court today about concerns that judges may be unnecessarily pumping the brakes on some defendants’ postconviction petitions.According to the Illinois Torture Inquiry & Relief Commission, defendants who have police-torture claims pending before TIRC are going before judges who have not entertained postconviction petitions on separate matters at the same time.TIRC grants evidentiary hearings to defendants …
