A labor dispute arising out of the Chicago Transit Authority’s adoption of the Ventra fare payment system was given another lease on life by a state appeals panel Monday.The unfair labor practice filed by Amalgamated Transit Union, Local 241, against the CTA will go back to the Illinois Labor Relations Board to determine whether the union filed its grievance in a timely manner, the 1st District Appellate Court ruled in a 25-page opinion.The union claimed the CTA violated its collective bargaining agreement when it …
