A state appeals panel on Friday revived an intra-government lawsuit alleging two Illinois municipalities have been cheating their counterparts out of tax revenue by having retailers set up sham offices within their boundaries.The city of Chicago and the village of Skokie are among the governmental entities who have sued the city of Kankakee and the village of Channahon over their alleged use of sales tax rebates to convince certain retailers to claim their products were sold within the two downstate communities.The …
