Scores of civil rights groups sent a letter Monday to Secretary John Kelly of the Department of Homeland Security objecting to a plan to lock up more than 60,000 immigrants. The proposed expansion of immigration jails and the reported plan by Immigration and Customs Enforcement “to slash the few protections” available to detained foreign nationals “is nothing short of a declaration that detention center abuse will become more egregious and without necessary accountability,” the letter said.
