A former Des Plaines police officer is entitled to health insurance benefits from the city after he tore the muscles in one of his knees while investigating an overweight truck, a divided state appeals panel ruled Tuesday.In reaching its decision, the majority of the 1st District Appellate Court defined the phrase “as the result of” in the state Public Safety Employee Benefits Act, which doles out health insurance benefits to police officers, firefighters and others if they suffer a catastrophic injury in …
