Judge nixes own order to free inmate

A man kept in prison on a civil-contempt finding after completing his criminal sentence was granted a release only to have it reinstated by the same judge hours later.In written orders issued just hours apart Tuesday, U.S. District Judge Milton I. Shadur first directed Thomas F. Quinn be released from prison, and then directed that he remain in custody.Shadur issued his orders in a civil action the U.S. Securities and Exchange Commission filed in 1989.In 2010 and again in 2011, Shadur found Quinn in contempt for flouting …
