A state appeals panel on Thursday blocked the pension buyout a Chicago Ridge firefighter was set to receive because the southwest suburban village did not pass the necessary appropriations ordinance.A clause in the collective bargaining agreement between Chicago Ridge and its firefighters union allows certain firefighters to receive a “20 percent retirement buyout” on their last day of work.The buyout raises the pensionable salary a retiring firefighter can collect in retirement.But the panel struck down the …
