An inmate forced to wear shackles and his jail uniform in the courtroom was denied a fair trial on his claim he was a victim of excessive force, a federal appeals court has ruled. The 7th U.S. Circuit Court of Appeals on Friday ordered a new trial in a lawsuit prison inmate Brian A. Maus brought against personnel who worked in the jail where he was held before his trial.
