Carolyn Ingraham, 36 years old, bought the policy in Madison, N.J. 1993 The U.S. Senate approved a sweeping $22.3 billion anti-crime measure. Following the Waco, Texas, siege and a number of other high-profile violent crimes, the act expanded federal law to ban assault weapons. It also expanded the federal death penalty and created new laws relating to hate and gang-related crimes.
