A federal appeals court Monday declined to order Chicago officials to immediately halt the enforcement of regulations that have prevented public firing ranges from operating within the city limits.In an unpublished order, the 7th U.S. Circuit Court of Appeals acknowledged it ruled on Jan. 18 that the three regulations violate the Second Amendment.The court also acknowledged it directed U.S. District Judge Virginia M.
