SPRINGFIELD— A bill that would establish an elected school board in Chicago cleared a House vote Thursday.Under the structure in place since Richard M. Daley lobbied for the change in 1995, the mayor of Chicago appoints all seven members to the board.House Bill 2267 stipulates that the General Assembly would divide Chicago into 20 electoral districts for the seats of the Chicago Board of Education.
