SPRINGFIELD — The Illinois Racing Board is one step closer to adding video gambling at horse tracks, but the measure has raised questions as to whether the move can be made without approval from the General Assembly.The Illinois Racing Board is moving forward with the rulemaking process for historical horse racing at horse tracks after concluding that the video-based gambling game is legal.
