A Cook County probate judge signed off on a $16 million settlement for the family of a infant who suffered a stroke at birth.On Monday, Associate Judge Carolyn Quinn in the Probate Division gave final approval to the settlement approved in the court’s Law Division on Oct. 16 by Associate Judge Allen P.
