In 'legal fiction,' ARDC urges unlicensed lawyer disbarred

A Florida attorney who practiced in Illinois without being licensed should be disbarred, an Attorney Registration & Disciplinary Commission Review Board found in its Nov. 29 report.The review board panel, which acts as an appeals body in the disciplinary process, acknowledged that it is unusual to disbar Richard Peter Caro, who was never admitted to practice law in Illinois. But the panel supported its decision with previous cases where the Illinois Supreme Court disbarred attorneys who were never licensed in Illinois …
