SPRINGFIELD — Led by House Minority Leader James B. Durkin, the House Republican Caucus introduced a ballot initiative for a constitutional amendment calling for an independent drawing of legislative maps.HJCRA10, or the Fair Maps Amendment, establishes an 11-member independent commission that will hold public hearings before and after the initial proposed redistricting plan — eliminating the General Assembly’s direct influence on the process.“Establishing a process where the legislative boundaries …
