U.S. District Judge Marvin E. Aspen got a surprise when he arrived at work following the 1979 Labor Day weekend.In a practice designed to even out the workload when a new judge joins the bench, a total of 347 pending civil cases and 11 pending criminal cases had been taken from the dockets of Aspen’s fellow jurists and reassigned to him.Aspen was aware of the practice.
