Chicago aldermen on Monday gave the first nod to settling the federal civil rights claims of a man who said he was tortured by police officers under the command of former police commander Jon Burge for $5.25 million.This is the 22nd lawsuit the Chicago City Council will settle regarding claims of torture and misconduct stemming from Burge and his officers.The city has paid out $77.7 million to resolve these Burge-related lawsuits, according to the city Law Department.
