Panel revives sex offender's suit over alleged police scheme

A federal appeals court revived a lawsuit filed by a homeless man who alleges Chicago police manipulated him into violating the Illinois Sex Offender Registration Act.The 7th U.S. Circuit Court of Appeals this week did not rule on the merits of Paul Regains’ allegation he was directed by police officers to falsely claim a homeless shelter as his residence and later was arrested by other officers when they discovered he did not live there.But the court held Regains is entitled to try to pin responsibility on the city …
