SPRINGFIELD —A measure that would expand voting rights for jail inmates is making its way through the legislature after a nearly identical bill was vetoed last year by the former governor.Senate Bill 2090 would expand voting access and education within county jails in Illinois. It also requires county jails in the state to form an absentee-voting process for eligible voters. A similar proposal was vetoed by ex-Gov.
