While retired Cook County circuit judge Cheryl A. Starks chaired the Illinois Torture Inquiry and Relief Commission, dozens of prisoners successfully challenged their criminal convictions.The commission found the false confessions were obtained by torture at the hands of Chicago police detectives.One of those prisoners was Mark Maxson.
