The Chicago City Council on Wednesday gave final approval to settling two lawsuits for a total $4,650,000, the larger sum going to the estate of a 7-year-old girl who was killed when struck by a city-contracted tractor driver in May 2016.The city’s $4 million settlement with Julicia Lee, who represented her daughter Samyra’s estate, is “validation that she didn’t do anything wrong,” said Richard J.
