A federal appeals panel on Friday revived the civil rights case against a former Chicago police officer who is currently serving time in federal prison for drug crimes.The civil rights case was brought by Refugio Ruiz-Cortez, who was wrongfully convicted of cocaine possession in 2000, largely based on the false testimony of Chicago police officer Glenn Lewellen.
