SPRINGFIELD — The Illinois Supreme Court on Monday ruled it won’t hear a direct appeal that would address the governor’s ability to issue emergency stay-at-home orders.Attorney General Kwame Y. Raoul sought a supervisory order from the high court after 4th Judicial Circuit Judge Michael D. McHaney in Clay County issued a temporary restraining order against the state from enforcing its stay-at-home orders against Rep.
