The family of a 17-year-old boy who was shot to death by a Chicago police officer in 2019 accepted a $5 million settlement.The case before U.S. District Judge Harry D. Leinenweber of the U.S. District Court for the Northern District of Illinois settled before being set for trial.On Feb. 16, 2019, Michael Elam Jr., 17, was riding in the backseat of a friend’s car headed westbound on 16th Street towards Pulaski Road on Chicago’s West Side.
