Julie L. Biehl, director of the Children and Family Justice Center of the Bluhm Legal Clinic at the Northwestern Pritzker School of Law, testified before the House Appropriations Committee Tuesday about the need to create a five-year plan to reduce the population of juveniles incarcerated in state-run prisons. The Bluhm Clinic’s grading of the Illinois youth prison system is based on 12 criteria, such as the conditions of the youth prisons to the quality of educational and mental health services juvenile detainees can receive.
