Split panel rules DUI law partially unconstitutional

A divided 1st District Appellate Court struck down part of the state’s DUI law as unconstitutional in a ruling last week, and reversed the first-degree murder conviction of Ralph Eubanks, who was found guilty of killing a woman and injuring her young son in a 2009 hit-and-run incident.
