Chicago police consent decree goes before federal judge

Chicago Mayor Rahm Emanuel and Illinois Attorney General Lisa M. Madigan on Thursday announced they had filed a consent decree over the city’s policing polices in federal court.The announcement came a week after the two sides surmounted the final sticking point: whether Chicago police officers would be required to document every instance they aim their firearms at others.After initial opposition, the city agreed to incorporate that provision into the decree without litigating the matter.Madigan and Emanuel &mdash …
