A man’s wrongful-detention lawsuit against the city of Chicago now in federal court will depend on the result of a separate case before the 7th U.S. Circuit Court of Appeals on the timeliness of a lawsuit against municipal governments.In March 2017, the U.S. Supreme Court in Manuel v.
