President Franklin D. Roosevelt announces his plan to expand the U.S. Supreme Court to as many as 15 justices. Critics immediately charged that Roosevelt was trying to “pack” the court and neutralize opinions hostile to his New Deal policies. The Senate rejected the president’s proposal.

1991

A Michigan court bars Dr. Jack Kevorkian from assisting in suicides, months after was charged with first-degree murder in a woman's death. A federal judge dismissed that charge because Michigan had no law against assisted suicide at the time.
