SPRINGFIELD — In a rare move by a Republican freshman lawmaker, Sen. Jason Plummer passed a measure to create a retail theft diversionary program with the help of the Democratic Senate president. Senate Bill 1878, sponsored by the Edwardsville Republican and Democratic Senate President John J.
